Prevent agents with references from being deleted

Currently the only agents that can't be deleted are those who are the artist for an artwork entry, or if they have an essay attached. Ideally, any agent with references should not be able to be deleted even after accepting the warning pop-up.
As deleting, editing, or merging agents is more common than it is with other records in CAT, this level of security would prevent future accidental deletions.

Hi Lisa,
Because users know they get an error when they attempt to delete an AKA name with references, they expect the same functionality when they try to delete an agent itself.
Removing all references before being able to delete an agent is acceptable to me, and aligns with how the agent names behave.

I am following up on this request to find out whether it is still relevant. Have there been more incidents where agents with references were deleted, but shouldn't have?
Deleting is limited to admin and editor users. Those users should familiar with the deletion logic and consequences.
If we prohibit deleting agents that are linked through references, you would need remove all references before being able to delete an agent. Is that alright with you?

How do we remedy agents that are just plain wrong, especially if they are not linked to information?
